Some of the issues discovered while trying to upgrade from CA 11.0.x to CA 11.1.3 With Azure ID, Unable to do Job/report scheduling. In Customization Tab, when trying to change Theme, Cognos application gives error. Bootstrap Custom control Sample no longer works No set up available for Jupyter Notebook server on Cloud yet. Data Module have Native SQL Option disabled. Now deployment script is not available to sync up deployment folder. We have to go back to manually copying deployment files! Extensions are not working anymore. IBM is working on it. It seems Focus on providing functionality on Cloud is second priority for IBM unlike its competitors.

After Upgrade to Cognos 11.0.9 where content was migrated using export method in Cloud by IBM, we lost all My Content even though namespace are kept same. Users were not got imported over in Okta Namespace. Work around is to add users in Okta instead of using Cognos - Okta Namespace. Have users put Adding Users using export is still not working for Bulk update and we can add anyone in a namespace without any validation. Finally Audit DB  showing Timzone in local timezone after the change done in backend.  This is continuous thing to check out with each upgrade.
